Interface Workshop

With the establishment of Block Administrative Centers during the end of 2006 ‘teething problems’ and ‘gaps’ in the conceptualized and actual functioning of BACs was prominently noticed.

The officials posted at these BACs are still new to the concept of Decentralize Governance and coordination between the Officials and Functionaries of BACs and elected grass-root representatives left a lot to be desired. Hence, as an instrument for sensitization and awareness generation in Decentralization Governance and also with an aim to bring out such issues and lacunae in the open and submit it before a competent authority, a series of Block Level Workshop on Decentralization and Panchayati Raj was planned for all the existing 24 blocks of the state. In the first phase, the workshops were to be conducted between the Officials and Functionaries of the BACs and in the second phase, to be taken up in the next financial year, between the Elected Panchayat Representatives of the concerned Blocks and Officials and Functionaries of that same Block.

Hence, in pursuance of that aim, 20 workshops have already been conducted with the others to be taken up at the earliest. The list is as follows:

Objectives of the Workshop

1.     Sensitization & awareness regarding the Principles & Concept behind the establishment of BACs.

2.     Role Clarity of all Officials & Functionaries of the BAC.

3.     Status & Functioning of the concerned BAC and any perceived or actual problems / obstacles being faced & solutions, if any, to redress them.

4.     Improve horizontal & vertical co-ordination between Officials & Functionaries of the BAC as also the improvement in the service delivery mechanism.
